I&#039;ve seen these made before -- in fact, the dance team at my school that I am manager for ordered these for a specialty dance and I thought they were A-M-A-Z-I-N-G!  I had to find an easy tutorial to make one for next week (it&#039;s Homecoming Week and we have an &quot;Neon Day&quot; and I wanted to wear a bright pink and green tutu!)  I&#039;m guessing I can make mine for less $$$ though... (:
