Those can be stuffed with wadded up newspaper. We did it in 1999 as a "Christmas in July" with our 3, then very young kids" for when my folks came for their once-a-year visit. Thankfully we did these and took lots of pics during the whole "snowman" themed weekend, as my dad passed away the following March. We have sweet memories and loved the pics all the more.
